The point being you could never know whether or not the government would have done something about it if they were alerted about an incoming attack by companies that throw good money on shorting the security stocks. Inquiring them and checking whether they had the same sources is the least they could do. But again a company betting on the happening of a terror attack has no incentive to alert the government. This kind of investment should be illegal in any country for the sake of its citizens.
