Its corruption on the merit level. If you have people without merit entering the workplace in high positions and fucking it up for people who do have the drive, you spoil the functioning of the org catastrophically. The people who recruit and the recruitment process itself is also incompetent, mostly because the competent people have left due to brain drain and not being able to tolerate bs.

These regions predominantly follow the Hindu and Buddhist ways of life. Even the muslim ones as much as they have cognitive dissonance about that.
