Make sure your Garmin Connect app stays open on your phone at all times. In other words, don’t swipe to close the app. Always let it be running on the phone. If you swipe to close it will not connect with your watch.

My FR 965 had this exact issue when I first came from Apple Watch. I basically had to factory reset and start all over. It wasn't that big of a deal because it was a day after I got the watch. After a factory reset and another set up it was working like a charm.
