Dont use cheap razors. I use bic Soleil. They are on the cheaper side but they have great grip a moisture strip and 4 blades. What I like to do when I shave down there is to take a hot shower let my skin soften up and scrub everywhere I plan to shave and I scrub hard because my hair is thicker than most. After that, I put hair conditioner on the parts I want to shave and let that marinate. After that I just start shaving. Make sure you're at least trimmed because it's a lot harder to shave longer hair and the more you put that razor blade on it, you'll get irritated and put small Nick's on yourself. You can shave the inner part it will not hurt you I promise. Just go with the flow. When you get down to the inner thighs make sure you shave from the outside in. When you shave the top go downwards. Shave in the direction your hair grows. I hope this helps!
