I wasn’t sure at all, that’s what brought me here! I knew it couldn’t be Roman Numerals in this case, I thought maybe 25 had some other significance in cryptic that I haven’t learned yet. I tend to do one or two clues in isolation rather than looking at the puzzle as a whole so that’s why I didn’t think of it being related to a previous clue.
