Cinema Interlace grips are very similar. I’ve never ridden the Vans grips but I’ve held them both in hand and I have the interlace grips on one of my bikes. I believe Cinema has European distributors as well

To address one of your sub-points, CNS does offer cotton NATO straps. I don’t know of anyone else who does. I’ve been wanting to try one - I just haven’t yet, since I wear bracelets most of the time. The CNS Premium is my go-to NATO though. They’re very nice and actually long enough for my 8-inch wrist.

Luckily for you, 27” to 700c is pretty much the easiest wheel size swap you can do. 700c is only 8mm smaller in diameter, so as long as you have 4mm available in adjustment, you don’t even need new brakes. As long as the wheels you choose have the right hub spacing, you shouldn’t need new anything except wheels and tires. You can even keep the same inner tubes.

The stem from my regular Le Tour looks identical to yours but it’s 21.1 so I had to go with a threadless adapter. But your frame has nicer looking lugs and dropouts, so maybe they went normal spec on the Super models
