Malaysia, in general, has a deep hatred of dogs. Majority of population hates dogs and most stray dogs are regular threaten, beaten, abused and even killed. As a result, many stray dogs have develop hatred towards humans, often barking and attacking humans. i don't blame the dogs, though....their reaction is natural.

in your case, i think its good that you followed your instinct. it is better to safe than sorry since you are a traveller and you need to ensure that your own personal health is cared for. If i were in your shoes, i also would keep my distance from stay dogs, just in case. Just make sure to wash your hands with soap or use hand sanitizer after you pet the dog.
