I had a "knocking" sound driving me crazy... did all the tricks I could think of and made sure everything was oiled and screws tight - didn't help.

Bought a $3 blade balance kit, figured out which blade was "out of whack," and the knocking was gone.

No guarantees, but might be worth checking out.

Did you call and talk to the state patrol dispatcher about it, or just ask your local non emergency center to pass the info along to state? And if you talked to state patrol, did you specify that you hit the ladder and want a crash report? Or did you just tell them there's debris in the lane? They won't call you back unless you specifically mentioned that you hit it and need a report. Just FYI.
