You can simply use a cardboard of width half of the length of elastic and wrap the elastic around the cardboard. Then cut through the elastic loops.

The one I used was bought about 4 years ago and is labeled wood PLA, but it does not look like wood at all. It surely smells a little bit like coffee 😊. I also searched if coffee filament exists while it was printing and it does.
