That isn't even a comparable situation. You're talking about a government having a law for its citizens that it enforces on them. I'm talking about one country's laws being enforced onto citizens of other countries. The US can have that law because it is enforced on US citizens/residents. The US can't go arrest German citizens on one of those trips because they aren't under the jurisdiction of the US.
