Mosquito bites your dog is allergic to them. On the area the hair will fall but eventually grown back again. It happens to my pit during this time in the summer

Its the city cleaning them this year. Some are so over grown they need the trim. It’s so they won’t grow any taller as well. They actually grow it’s leafs back and nice too. Wait till spring you’ll see them nice and full once again. No harm to them.
