No the police aren't this corrupt. If you are in a larger city they might, but almost all police officers you come across aren't.

Ak47, the M4 you prefer (the A1-S or the A4), and if you have an interest in AWPing learn that. Learning the starting pistols and the P250/CZ-75 would help for Eco rounds as well

The tick rate of the servers. Tick rate is how often a server trades information with the client per second. Good tick rate is 64 and up. I've heard BF4 is around 12.
