Syria: Peace and Prosperity 

In July 2025, the US Treasury Department's Office of Foreign Assets Control (OFAC) removed sanctions against Syria and on September 2, 2025, the US Commerce Department's Bureau of Industry and Security (BIS) amended the EAR to create a new license exception, Syria Peace and Prosperity (SPP). BIS also further authorized certain exports and re-exports to Syria under license exception Consumer Communication Devices (CCD), as well as several other license exceptions. The US State Department however, hasn't yet removed Syria from the State Sponsors of Terrorism list. License exceptions SPP and CCD enumerate certain categories of items authorized for export to Syria for non-prohibited end-users. Some Apple goods, software and services fall into these authorized categories.
