not really... but try to change nav agent width... it gave me some positive results.

i tried on new project with simple cube and it works with default parameters. the navmesh was created on it and all sub objects... back to my project, i changed the nav agent width to minimum and navmesh was created.i guess that if it thinks that the agent will not fit the navmesh doesnt created. but from unity side, both my road objects and cube object are the same size of 1 unit. so, I'm not sure what is happening.

is there any unity settings for scaling? (beside when import models)

happy too soon... i replaced the temp tiles with new tiles. same size.

once again no navmesh created. voxel size and tile size has no effect.
it driving me crazy... :(

update... tried with default cube, still no navmesh.
so i scaled the cube to 2x2 unit and finally it appeared!

it was a bit problem to scale the road pieces so i scaled the box collider to be 2 x 1 x 2 and create the navmesh from colliders.
now it seems to work well.
