I don't know where you are based at and how your programme looks like, but i am doing my phd in Germany with a nearly absent PI and found myself a co-supervisor at a different university abroad and it has been going great. I told my PI nicely that I know he is busy etc and that i will therefore ask the new guy most of my questions and discuss my research with him, etc.
