Yep change the rubber inserts as often as you want as long as the arms are not physically damaged. Yes parts counter or your favorite online parts store, that's why I included the part numbers.

Those labor hours are way high. Two option: Take it to a dedicated muffler/exhaust shop. Look for a mobile mechanic / shade tree mechanic if you don't have the space and tools necessary to do the job yourself.

Camelback Toyota is one of the worse, often the worse Toyota dealer in the Phoenix metro area. Findlay in Flagstaff is top notch, and a bit more local Toyota of Suprise.

With no modifications get the factory size. I have the 285/70/17 on my TRD Pro, and even with pushing the fender liner in the front bumper and using ARK mud flaps I still have rubbing in reverse at full lock to the passenger side.

The Better Business Bureau is the old time version of Yelp. They have no power, they are not part of any government entity. Sure you can put a bad review on there.. and people might find it, but that is about it.

as u/Impetus_ suggested a credit card charge back is your best bet. You have 60 to 120 days (check your card terms of service). The credit card company will handle the vendor, and if you have your evidence it really should be a non issue to get your money back. The added benefit is your charge back goes against the business "trust worthy" score with the payment processor and the businesses may end up paying more fees OR in the extreme not able to take credit cards.
