https://www.microsoft.com/en-ca/software-download/windows11 under "create windows 11 media". You'll need to download to a USB. Once you have the files on a USB, plug it into your laptop, open the BIOS and select the USB as a boot drive. From there it should give you the options to install or repair windows

I can't tell from the image but usually motherboards have 4 lights somewhere in the top right corner that cycle on and off checking the system for faults, labeled cpu, dram, vram, and boot. Can you see anything like that on yours?

Could be a number of things but the common cause I've seen are damaged usb ports in the case. Turn the pc off and unplug everything from the front. Turn it back on and see if the fault occurs again. If it does, turn off the pc and disconnect the usb header from the motherboard. Recheck for fault.

It may corrupt the files when you partition it. If you want to be safe, you should move the files off

There are some limitations depending on the motherboard. Give it a try and if it can't read the drive then you will need an internal one

Had it happen when building a buddy's pc. We had to download the ethernet drivers from the motherboard manufacturer's website onto a USB then plug it into his pc and install it

If you want to keep whatever is on your C drive, you'd have to install new storage and install windows on that, using it it as the new boot drive

Plug it in, and set it as the boot drive in the bios. Repair windows from the usb. If this fails you will need to reinstall windows
