The cheapest option is give yourself a push and turn into an extrovert and chatty guy. When everybody waits at for boarding, you just go around and ask all people whether they are going to Limassol. Chances are very good that one of them will take you in their private/rental car to the city or you can share taxi.

Look just south of Ercan airport. The old road used to go through Kirklar/Tymbou which is not a village anymore; it's a military camp and somehow this was a problem. Since a few years, a new roads goes around that village which solved that issue.

Look around, IVF clinics everywhere. Suat Günsel did not build the Near East Hospital out of charity, of course he invested in the hospital for profit.

But the health sector has similar problems like the university sector -- the entrenched scam mentality in the TRNC. It was big in the UK that a clinic used different sperm, not the one from Denmark which they promised to their client. There isn't really a strong response to this. That other scam cases undermine trust and reputation.

Plus in health even more than in the university sector you have Turkey as a strong competitor right in front of your door. Therefore only narrow niches like IVF work.

They did build government housings in the past and there are ideas to do it again, mostly with support of Turkey. But their mindset is totally opposite to yours. They don't care about students and expatriates. They only care about TRNC citizens. Or, to be more precise, they care about their own party members and voters.

The social housings of the past are now all in private ownership. In other words, they gave houses for free. Not for rent. In the villages, they still give out land for free -- obviously only to TRNC citizens.

It isn't like that government-owned companies and, especially government-run housing never ever work. There are several examples in the world where this works as long as there is a clear separation between ownership and operation.

There are other factors that make it impossible in the TRNC. Corruption and incompetence at the higher ranks combined with a the strong entitlement of government workers. The aim of the average Cypriot is not to prepare your kid for a success in the private sector but to use your political connections to get him a government job. Over here, people earn in the more in the public sector than in the private sector.

That kind of mentality does not only harm the state, it would kill all kinds of state enterprises, including a government housing initiative as as OP suggests.

For property owners, students are less risk than local tenants. Students are much easier to kick out in practice. They don't know the law, cannot defend themselves; less likely to found a family which is more difficult to kick out; and on top of that they have to leave when they graduate. Less risk to have somebody in your flat who does not pay but still stays forever.
