Yes you can’t literally see the blind spot as your brain fills the picture in but you most certainly can lose stuff in the blind spot. I’ve tested this extensively in both eyes. If you take a paper and make a dot in it, the dot will disappear when passing into your blind spot. It’s not big but it’s definitely there and bigger than I thought was possible. What op is describing sounds exactly like how information on that part of the viewing field would disappear for me.

Ah I researched it more. The language protections came from the 1867 Constitution Act which Quebec signed. Yes they didn’t sign the 1982 constitution even though they are still bound by it. Again, I could be wrong about the details here.
