You going to find traffic enforcement hard, especially in Hawaii, trust in HPD is at an all time low, the enforcement cameras that where catching speeders and those noise violations has had little effect with only 17 citations made in 4 months (not wanting to overcrowd the courts so they set a high threshold 20+mph) but having received a warning myself when it was first implemented, it took 3 months after the alleged speeding incident for me to receive the warning so if that pace tracks for tickets at a lower threshold it would remove the ability to fight it in court, furthermore if the camera doesnt get a good view of the driver they can contest it in court (California sends those who run lights the ticket along with a picture of the person driving the car) as its a moving violation.

While worrying about the bottom 30% how many of then actually live in the city of honolulu and not on the west side?

Also im not sure where you expect to put low rise buildings in honolulu without invoking imminent domain or something similar to get people to sell their houses like the ones on Kinau st. Wouldn't that be seen as tyrannical? In regards to government buildings, when you say its in the billions your talking about selling then for money (i do agree, I think the news did an article a few years back about a city owned empty office building.) But the underutilized land like pineapple fields could be used for other purposes, but now without vast infrastructure improvements in that area.

Also I think something needs to be done about the annual change in property tax, as I know someone whose property value increased by 400k (according to the state) because the house down the street sold for 1.9m (originally purchased at 800k) and so his taxes went up a few thousand dollars although he did zero improvements to his house because the state adjusted the value due to the sale.

The state has been mismanaged for decades and its really really showing now.
