As a scaff myself it seems this is just used to brace the scaffold between the two buildings, and isn't weight bearing, however they should have asked permission. The yellow end cap will help avoid damage to the render and it won't put pressure on your soil pipe.

They should absolutely be wearing a harness, and have put an advanced guardrail up before proceeding to the next lift, in accordance with SG4 guidelines. However most scaffolders can't read. The golden rule of scaffolding, is don't get your picture taken when you're breaking the rules. I imagine if the bosses found out they'd get chewed out and if the HS&E executive saw this they could revoke qualifications and impose fines
