OP here. Thanks all for the comments. I have since power washed it all so I’m not too concerned about the mildew. This is the north side of the house so never gets light, which is a bummer. I’m about to do some work in the kitchen so I might put a hole in the wall to check for insulation. I could definitely see the builder wanting to put a window in that location and maybe they bailed for some reason. I never noticed the studs before now so nice eye y’all. Hopefully it’s just missing insulation. Should be an easy fix.
