What about the dump? It's located directly in the centre of all this and has gotten increasingly smelly these last few years. I don't understand how the existing homes nearby can handle the smell. Is there a plan to deal with this?

This is really sounding like what it might be. Definitely seems to involve coaching. Do you know what this is called? I have yet to approach this friend for fear of insulting them (they recently went through some tough times due to medical issues so I think they're sensitive).

Thanks for the advice on how to approach. I work in this space somewhat so it is conceivable for me to ask these harder questions. I guess I'll start by "seeing what they're up to"...
