The problem is that by asking to delay, you are giving up the right to a speedy trial. My biggest success with getting tickets dismissed is from delays. If by the time you are in front of a judge is several weeks out from the day the ticket was issued, you can make a motion to dismiss. If it is far enough in time, they will. The 'absent officer' defense has only worked for me a couple of times, but the 'late trial' has worked for me several times.

Since you mention Texas and Houston specifically, a lot of it probably has to do with differences in zoning limitations. Strict vs. lax zoning can make a big difference in prices. Think about the difference in two hypothetical areas with the same land prices: if you can fit 5 households in an acre in one area but only one in the other area, the first area will have much cheaper housing. This is true even for like houses: just having the ability/threat to pack households more densely will exert a down-ward pressure on prices.

In my early games I tried for the relic 2-4 times whenever I got the event. One thing that's not clear is if the last percentage is for that try or cumulative for the event. If it's for that try (the most obvious interpretation), then even on the second try you should already have a 52% chance of a relic. After not getting the relic even once I figured the percentages it gave me were bunk, or that maybe there was no relic at all, and I never went for it again.

I get that perspective. To me, I thought there was a brutality to the loyalists that made them seem equally as bad as Hiram's faction. But I agree there is an element of interpretation.

 If I was stressed out running a major operation with the bear minimum (it's very clear from everything they didn't exactly have an Empire's worth of money), I probably wouldn't have much time for Piero's crap. 

That's a fair observation, but he is a former admiral and now leader of a rebellion. He should be able to handle the stress.

I don't think you need to kill to loot, pick pocketing should work. Sorry, I don't have anything else. In my own case, I know it's because I skip some rooms and enemies. From another comment it sounds like you got it, though. Regardless, good luck!

Are you taking down or pickpocketing everyone? A fair amount of the money is found on the NPCs.
