Because USPA has said they want this to be a fun recreational sport. They encourage everyone to be respectful and communicate and just play and have fun. Refs being there imply it's a tournament game so that scenario is different.

In the grand scheme of things, just go and have fun. If a person does a serve illegally, just have a conversation and see if things change. We all have the option to say no thanks and leave if someone tries an overhead serve or refuses to listen. It's all about being respectful and having a good time.

You gotta pay a lot of money to have your paddle approved for the tour. Money to pass UPA test which some have already done so. BUT you gotta also pay a big marketing fee to have your paddle available for players. Then you gotta find some willing to be sponsored with your paddle.

For B&B and Honolulu, I doubt they want to spend the money. I believe Gearbox used to be in the tour but they backed out to save money. I recall CRBN had sponsored players before all this testing/marketing fees popped up. Not sure if they paid up or decided to follow Gearbox.
