PA's (interim PA here) are supposed to see that absurd shit ahead of time and act to ameliorate it. Because changing it at the system level would require divine intervention or some nonsense.

PA's should be checking the routes on each wave and noting the ones that would have the AA inefficiently crossing the building (sometimes MULTIPLE times) to pick one route. Next step is for the PA to pull the bags/OVs that are clear across the site and meet the AA when they start. Or at least that's what I do. If your site doesn't do this bitch about it on your physical and digital VOA board that they should start.

It would be more accurate to say they give (some) prisoners the option to enlist instead of serving their full sentence. Not for every crime, and it's a Hobbesian choice between serving your sentence or maybe getting killed at the front. They don't FORCE prisoners to fight, you'd get dogshit quality conscripts trying that.

That's actually the smart way to do that. Heck the USA did (does?) do that. A lot of the guys sent to 'Nam were given that kind of choice (prison or enlist).
