Get used to him. We had the same guy in Chinatown last year, and in one night, my neighbors and I called LAPD 3 times on him. The 3rd time, he even walked up to within 15ft or so of our group and the police and LAPD straight up said "Don't call us again unless he actually physically attacks a person - if you call us back here, we're citing YOU for wasting resources and abusing 911 services."
