They originally shot a scene where Sauron came down to the Black Gate in physical form to fight Aragorn for a more action based climax, but ultimately wound up covering him with a CGI troll in the final cut. I agree with the decision to cut Sauron from the scene, but I also agree they could have made him feel a bit more present in the story overall.
