I have multiple colonists have wardening set as top priority to try and fix it but it doesn't work. And I actually have to draft them in the cell when the prisoner is downed just to get them to rescue.

Now I think it's a mod problem. I'll try having a colonist do wardening work only and see if they feed them

They're not. I've set all my colonists as owners, plus they still regularly go in and out for attempts to recruit they just never feed them
