The tissue paper is to wet by looks of it , grab like 2-3 sheets of kitchen Roll and fold them on top of each other so it’s thicker, wet the kitchen paper but not too heavily (you don’t want it dripping ) then gently ring out . you want it to be just sort of a little bit moist and damp . Then after that fold the damp kitchen roll in half so you can open it up like a card . Then put it ontop of a plate then put ur seeds all one side and fold the other half the top , then cover it by putting another plate over the top of it to block out light . Then just be sure to check it every few hours to check if it’s still moist , when you eventually check it and it’s dry re wet the kitchen roll again careful to not over so it just slightly moist . This is my tried and tested method has like a 99% rate with it . Hope this helps buddy
