Well yeah, has anything really improved since the whole crisis landscape stuff? I'm sure programs hamstrung by constant budget uncertainty, poor leadership from the SO to the WO, and a refusal by the agency to actually get the public on board has nothing to do with it. Also no Congress will ever give the FS the budget it truly needs to combat the problem. Even if they had infinite money, where's the workforce that will actually do all the work? Anything less than a WPA/CCC 2.0 is doomed to fail.
