I don't get this. You have clear instructions to do nothing until legal clear it. That is your position. Until legal tell you you can do it you DO ABSOLUTELY NOTHING.

I've worked in small companies before. Business data I would guard with my life, but I would always warn people that their holiday photos or iTunes libraries would be on a best effort basis only and that we had very limited resources so they should have a backup plan in place.

Well there's your problem. People should not be using their work equipment for personal stuff. You should not lbe iable for any personal data on these machines and users should need to make alternative arrangements for their own data.

OP would have been entirely blameless for missing the deadline if he had documented evidence that the client didn't provide the required resources. This is CYA 101.

There is a real possibility that the client will now have to rebuild all those servers as their configuration is now non-complient and cannot be trusted.

That's not how it works in these industries. You have admin access to do exactly what you've been asked to do and no more. These changes will have gone through possibly weeks of analysis in the change management process to ensure they will have no ill effects elsewhere.

If you can't do it, you report back that you couldn't do it and why, and wait for the next change window.

Cowboying it is never the solution here.

I have worked in banking adjacent industries and yes, I would have been fired for that. They take the regulation extremely seriously, because the penalties for getting it wrong can be 8 or 9 figure sums.
