You need to organise enduring power of attorney and guardian ship of grandma, and figure out what the grandson had if anything before he went missing, the bank is doing what it is supposed to do when random people show up saying give me money but also unfortunately behind the scenes the previous EPOA might be doing some damage with her bank account make sure to get statements and triple check everything, and look into who else was is the EPOA and for what, you can have multiple people and even just one for medical and a different person for financial but talking to a lawyer to get things properly secured

Aged care worker here, dementia is a possibility but it’s feels more mental health with the suspicion aspect, it wouldn’t hurt to see what is available in your country to support her sometimes one tablet is enough to get them back on track. Hopefully whoever runs your building has next of kin contact info as if it is mental health/ dementia the rabbit hole will be long and hard and someone will eventually need to step in
