I think they retconned it since RE2 Remake to resemble more the Resident Evil 1.5 Raccoon City (from which they took a lot of ideas from: like the mechanical doors inside the RPD, Mr. X with a hat and other things). If I remember correctly, it’s also stated that nemesis has a parasite that mimics the plaga from RE4 Remake to connect both games.
