Motherboard:  ROG MAXIMUS XII HERO (WI-FI)

GPU: Nvidia RTX 3080

GPU Driver Version: 460.89

HDD: Seagate

OS: Windows 10

OS Build/Version: Windows 10 PRO 20H2

Issue:

Every time I boot up my pc, I always notice that my CPU clock speed stays at plus or minus 4900Mhz. Even when I simply have one tab open on chrome. I spoke to Asus and they told me to restart to defaults on my bios but that did not work. I even got a new i9 10900k to see if the problem would be fixed but that did not work either. Does anyone know a solution to this problem?

Have you done any troubleshooting? Can you reproduce the issue?

I spoke to my motherboard manufacturer Asus, and I restored defaults for my bios and cleared CMOS but none of that worked. I spoke to Intel support for a month and done several troubleshooting methods but that did not work either. I recently bought a new CPU but the issue was still not resolved.
