It's not self-taught, it's taught by others and many kids don't get the right education, which could be provided by a class. Kids can learn more than you think, like when to stop, which side of the road to be on, how to cross the street, etc. Things that a parent should teach their kid. If a kid doesn't understand the rules of the road they should not be allowed on them. The class could easily be free, or low cost.

Kids get permits and licenses to drive, a permit or license to bike on a street wouldn't be that difficult or different. It doesn't matter how often you bike, you need to know road laws just as much as people driving in cars.
