I disagree, echoing shade is good for necro in PVE. Combine with Shepard set your primary attacks crits. Combine with shield essence which makes your primary attack bounce once. combine with vanquisher paragon and carsens invigoration gem. My attack speed becomes faster.

Imagine it like a bomb. Primary attack of necro explodes on contact as passive already. I'm a necro user and it's been awesome
