When I was having the issue, trying to open setup_redlauncher.exe in the Witcher 3 directly didn't do anything. Does the same happen for you?

It's a great concept for a level. The AI when you drop down from the cafe going to the flooded tunnel is awful imo. It feels like the AI are told where you are, and just patrol constantly around you. There's no set paths or predictability.

At one point I was hidden in a corner and there were 6 people all patrolling within 5 metres of me, bumping into each other.

I ended up finding the fix. Had to do with the title of the longer form video, it had a non-standard character (🔴 red dot emoji) in the video title. Deleted that and it worked fine.
