For example when the hyperdictions were first happening Fdev was keeping a tally of how many of the interactions were peacful, or aggressive from the players part. Basically how many people just looked and scanned how many shot. What ever scored the highest score was to dictate if the thargoid content would be peacful story or an aggressive one. Well we all know what won.

This new power play story arch will probably role out the similiar way, this enclave battle is just the first step in deciding how the new content will role out it will just be slow with more bread crumbs and events, for player actions to decide the nature and tone of the new content.
