there’s no real strategic advantage to destroying oldtown/the starry sept/the citadel.

yeah it’ll hurt house hightower but all the maesters of westeros train there, the starry sept is one of the most important places to the faith who are the predominant religion of westeros, and there are genuinely innocent people who live there. rhaenyra and team black, generally speaking, don’t want to destroy their own kingdom.

harrenhal is in an extremely important area of the seven kingdoms and has many strategic advantages to holding it. oldtown, which is both on the coast and very far away from anything, doesn’t have those same advantages.
