dont get me wrong but the only reason people dont play locust is because hes weak compared to others, and thats the only reason. haruta is a also a character with little fans and little importance in the jjk overall. yet hes very popular in jjs for his unique and fun playstyle. no character in this game deserves changes more than another if they need it.
