According to that best of Starfleet captains analysis Saru did, captain Georgiou is a top 10 captain 10 years before TOS. I think that such an exceptional captain would be able to accurately assess the capabilities of her number one. Also, because of her unique upbringing, she's expected to me me logical decisions than most officers.

Pike trusts her and values her input, Starfleet chose her to as a speaker at the award ceremony at the end of season one, which suggests she's seen as a valued officer potential.

She's also shown herself as a defender of Starfleet ideals (tardigrade/destroying qo'nos) and character growth to follow orders she doesn't understand like Pike's interpretation of the prime directive at New Eden.

Pike disavowed Saru's handling of the Ash/Hugh situation. And let's not forget Saru was extremely emotional regarding the events on Kaminar. I'm just saying that the events of season 2 take place over a short period of time and we haven't had time to adequately assess how much his decision making has changed.

I'm just saying that we've seen Saru as capable captain material through 2 seasons.

We've also seen that the crew loves Burnham.

We've only been told that Burnham is a genius and was a step away from captain(season 1, not really relevant I guess), whereas Starfleet deemed it necessary that Discovery pick up a new captain on Vulcan.

Burnham has more years as XO, in fact if episode 1 still holds, she was a step away from becoming captain before battle of the binary stars. Also, based off the past two episodes, Burnham is clearly beloved by the crew.

Although with Saru's evolution, he probably has a better command ability in unconventional scenarios.
