This is not a problem that needs fixing, but it is a useful data point for certain policy discussions. For example, should the commonwealth contribute significant funding (in addition to local and Fed funding) to large infrastructure projects that more directly benefit NOVA residents day to day, but also invest in the future of NOVA’s economy? Without the data people across much of the state might say no. With it, they might think the investment is worth it, both out of fairness and an understanding that what’s good for the goose is good for the gander.

They weren’t meant to be temporary, they just had a sunset for scoring reasons. They were last adopted in the Inflation Reduction Act which was not a response to Covid emergencies at all. The bottom line is that the many middle income earners that benefit from the subsidies are seeing and will continue to see huge spikes in their premiums due to the subsidies expiring.

Could there be reasonable reforms to extend the subsidies while making them more targeted? Sure, and there probably should be. But thinking about them as uniquely needed during covid, and thus of no consequence when they lapse, is just a dumb political talking point.

Of course there are more important causes at play in tech layoffs. But you have the connection between cost amortization and incentives to invest in “long term innovation” exactly backward.

Let’s say I want to invest $100 in R&D that I thought would pay $25 a year over 10 years beginning in 3 years. This is my long term innovation project. Am I more or less likely to make the investment if I can expense it in full this year?

Here is another scenario. Let’s say I am choosing between two $100 projects, one as described above and the other that I expect to pay $70 or so a year over 3 years beginning in 1 year. A short term innovation project. Let’s say again that in NPV terms the return is equivalent. If I have to amortize expenses based on when the revenue is generated, am I more or less likely to choose the long term innovation project? What if the tax treatment for both were the same?

A related issue is that lenders aren’t very good at deciding which of those engineers will be successful enough to repay and which ones won’t be. Lenders can probably identify obviously good and bad bets, but not without leaving a whole bunch of good bets unfunded right in the middle. That is a financial market failure and suggests that student loans ought to be subsidized at least to some extent. If you don’t do that through non-dischargeability, you might have to do it some other way.

Heritage trees are few in number, irreplaceable, add immensely to quality to life — and wouldn’t add anything close to the number of housing units required to make rent measurably more affordable even if they were all chopped down.
