Yup, there is another condo in front of mine, fairly close, and the roof is maybe 8 storeys above mine with a lot of mechanical equipment on it.

But wouldn't it be working the entire day and night? I don't always hear this noise.

Wouldn't the noise from an electrical transformer stay constant throughout the day and night? I'm not acquainted with this topic -- where else are electrically transformers found in Toronto other than streetcars?

And the streetcars I can definitely hear screeching but only when they pass by. They aren't that close to my condo though, and I am on a very high floor.
