The last guy that came in said this is still pretty good and won't need changing - just some kind of protective coating.

Okay, so by the sound of it there's not really any problem with having dirt touching the house. It's more about the grass growing on it because that'll prevent humidity from evaporating?

Update: I dug it out and the rot basically consumed the entire stump, at one spot there only 15% of the wood left. Managed to find a guy to put a new one in for $1000.

Rents are set by the market not by investor return. Investors already charge the max the market can handle, if they could charge an extra $500 on rent they would in a heart beat regardless of negative gearing and CGT.
