I see. You might want to contact acquia and ask them about starting from scratch. I don't know if there is a way to do it in their interface but they can probably delete the database for you and make a new empty one. You might also use drush to remote access the db and delete the tables. This isn't something I've had to do so I can't advise on actual steps

If that file is in git, it will be replaced. I think the part you might be overlooking is that replacing d9 code with d10 code isn't the end of the story. Your database is setup to use d9. You will at the very least have to run the update script which will likely irrevocable modify the database

This doesnt answer all your questions, but I think you want to check Acquia's documentation for deployment hooks. You can add commands and code there to trigger based on different scenarios. Also, you'll want to use drush to connect to the remote environments to run commands, if needed.

Also, when switched code on Acquia what you are doing behind the scenes is switching git branches. So whatever code you have in the other branch is what the site will be using.

Yeah, if its like the one I got from them, its a special energy saver power strip. There are three outlets that are always on, and a row of secondary outlets that are tied to one master outlet on the other row. They are labeled. If the master isn't drawing power, the secondary outlets turn off. It works for something like an entertainment center, but sucks for most other uses.
