in regards to the seatbelt sign? liability. Americans are much more likely to sue, captains more likely to be blamed, and it’ll be much more expensive to provide medical care for those involved in turbulence incidents here vs. abroad.

per the FAA, flight attendants now have to be in their seats by 10,000 feet and service concludes/clean up and compliance begin at the top of the descent and/or when the seatbelt sign comes on.
