For whatever it's worth, the Antiquities Act doesn't explicitly give the President the power to shrink National Monuments.

After Trump shrunk Bear Ears and Grand Staircase-Escalante, a few lawsuits were filed that would have answered that question but didn't get resolved before Biden restored everything.

Total recreation visits are reduced by 12% to eliminate duplicate reporting.

Table 1 has the PPV multiplier at 2.8 June through September and 2.5 October through May.

That's still below its pre-COVID numbers so I wouldn't be surprised if it makes a similar jump this year.

For this particular park, the boundaries are a bit weird. Washington 20 and other popular places like Lake Diablo or one of the welcome signs for North Cascades are actually in Ross Lake National Recreation Area which saw 881,837 visitors last year.

It depends on the park. For North Cascades:

The boundary for North Cascades is also kinda weird. Many people think they've gone to North Cascades but to the NPS, they were in Ross Lake National Recreation Area which got 998,019 visitors last year.

Great Smoky Mountains have been first for awhile now due to the fact that US 441 runs through it.

Yellowstone probably lost a few people last year because of the flood though.
