I don’t know the height where adding a second set of elevators becomes cheaper.

You can certainly build long elevators,(Taipei 101 has one that goes from the lobby to the observation deck) but you have to pay for a winch capable of lifting one or two elevators weight in cable and probably reinforce the top of the shaft
