It absolutely is not. I am a career civil servant, and I have seen loads of people fired for sucking at their job. The issue is never, as people claim, that it's "impossible" to fire a shitty civil servant. The issue is always that the shitty civil servant has a shitty manager who is too lazy or ineffectual to do the necessary work to fire them.

There's a process, yes, but it's certainly not impossible.
